What does guardianship of unaccompanied foreign minors mean?
Unaccompanied foreign minors (UMAs) are young people of foreign origin who arrive in Belgium without their parents or legal representatives. They are very vulnerable because they are more exposed to human trafficking and various forms of (sexual or economic) exploitation. That is why they can count on the assistance of a guardian for all steps related to their stay in Belgium. The guardian's task is to look after the interests of the minor and to protect them within the framework that exists for this purpose. The Guardianship Service of the FPS Justice is responsible for organising this guardianship and enters into a partnership with CAW for this purpose.
What do you do as a Guardian*?
- You are the legal representative of the minor in all legal acts and procedures and you are guided in your assignment by the interests of your pupil;
- You build a relationship of trust and guarantee the general well-being of the child;
- You ensure that the legal, social, medical, psychological, material and educational needs are met and you guarantee the proper management of the minor's property;
- You are the link between the minor and the authorities with which the minor comes into contact;
- You are a trajectory supervisor who involves various actors and takes steps when the rights of the young person are violated;
- You report to the Justice of the Peace and the Guardianship Service by providing substantiated reporting at legally provided times;
- You are an employee of the CAW and you carry out your assignment independently;
- A full-time guardian has a caseload of 25 UMs.
Desired profile
- You are already a recognized guardian or meet the legal criteria to be recognized as a guardian;
- You preferably have a bachelor's degree in a humanities field;
- You have experience in working with applicants for international protection or in special youth care;
- You have the competences to take on guardianships of minors with a very complex profile, such as possible victims of human trafficking, minors with psychiatric problems, street children, etc.
- (Basic) knowledge of immigration and/or juvenile law is an important asset;
- You speak and write fluently in Dutch and can also express yourself in French and English.
Knowledge of any other language is a plus; - You easily make contact with people and know how to handle information discreetly;
- You are flexible in space: you travel frequently, with your own car, to various reception centers, courts, ... and in time: you are prepared to work evenings and weekends and irregular hours
