CONTEXT
Within MSF, recruitment responsibilities are shared globally among various stakeholders, including HR teams in interventions and projects, Partner Sections, and Operational Centers (OC). Our common goal is to address MSF’s human resources (HR) needs in evolving environments.
Within the MSF OCB (Operational Center Brussels) HR Department, the Recruitment Unit (RU) is responsible for:
- Selecting International Mobile Staff (IMS) to meet OCB’s operational HR needs
- Managing the recruitment process and providing support for OCB HQ positions in Brussels and worldwide
- Offering methodological guidance and expertise for Locally Hired Staff (LHS) within projects
- Developing talent attraction and employer branding strategies
As the Recruitment Marketing & Administration Team Leader, you play a pivotal role within the recruitment unit, overseeing projects and initiatives across 3 key areas:
- HR marketing and employer branding
- Project and process management, including communication, information, and knowledge sharing
- Administrative and operational support for hiring efforts
You will join a dynamic team at MSF Belgium’s head office in Brussels. The team consists of a Head of Recruitment, six recruiters, two Marketing & Support Officers and rotating interns on six-month cycles. You will be the team leader of these two officers and the interns. In this role, you will work alongside the Head of Recruitment to ensure the smooth running of daily operations and follow up on strategic decisions.
MAIN RESPONSIBILITIES
- Management of the recruitment marketing and administration team:
- Serve as the focal point for organizing and coordinating team meetings, ensuring collaboration with key stakeholders while also overseeing the planning and facilitation of internal and external meetings
- Provide team members with the necessary tools to perform their roles and develop their skills
- Ensure alignment and representation in marketing discussions with relevant departments
- Recruit, mentor, and manage interns within the unit
- Oversee team absences, holidays, and replacements
- Conduct performance appraisals through the feedback process with the Head of Recruitment
- Support in leading and managing projects for the recruitment unit
Recruitment support & administration
- Coordinate and collaborate on data collection, analysis, and monitoring activities and tools, working closely with the within the HR Marketing & Support team and interns to foster a collaborative environment
- Handle administrative tasks within the unit, ensuring seamless workflow and operational continuity
- Adapt administrative responsibilities in response to evolving activities and organizational needs, proactively supporting team efficiency
Recruitment marketing and Employer branding
- Lead, manage, and develop recruitment marketing and employer branding initiatives, including website HR pages, job publications, social media, articles, leaflets, events, campaigns, networks, newsletters, and labor market analysis
- Participate in the development and implementation of the talent attraction strategy
- Research and analyze publication channels to effectively reach targeted audiences
- Manage and optimize the HR pages of the MSF Belgium website
- Strengthen employer branding and engagement through audience-focused approaches, including content creation, copywriting, and community management
- Plan and oversee talent attraction events and campaigns in collaboration with recruiters, pool managers, referents, and MSF partners
- Build and maintain strategic networks and partnerships, including MSF recruitment marketing networks
- Define and track key performance indicators (KPIs) to measure the effectiveness of talent attraction activities
- Collaborate closely with the Communications Department on website management, SEO, social media, events, CRM, and other projects
Communication, Information, Knowledge and Project and Processes management
- Develop, manage, implement, and monitor recruitment unit communication, information, and knowledge management projects and processes to improve efficiency
- Act as a focal point and subject matter expert for enhancing and overseeing internal communication and processes within the recruitment unit
- Serve as a key reference for the Applicant Tracking System and other internal digital tools
- Advise and support the recruitment unit on information, communication, and knowledge management initiatives, including intranet, SharePoint, and communication materials or campaigns
Gewenst profiel
Education & Experience
- Education or training in Digital Marketing, Communication, Information Management, Administration, HR, or equivalent professional experience
- Minimum 1 year of experience in Talent Attraction, HR Marketing, Employer Branding, and/or Digital Marketing (social media, website management, CMS, Google Analytics, SEO, CRM, SEA)
- Minimum 1 year of experience in project management, administrative support, and knowledge/process management within HR or Talent Acquisition
- Experience in organizing and facilitating campaigns, webinars, events, and networks is an asset
- Previous experience with MSF or other international humanitarian organizations is an asset
- Team management experience is an asset
Competencies
- Ability to work as both a team leader and a cross-functional team member
- Strong knowledge of media, content creation, and social media management (especially LinkedIn)
- Excellent copywriting skills for digital media, strong communication and public speaking abilities
- Knowledge of engagement and effectiveness metrics (KPIs) and familiarity with data collection tools, statistical analysis, and monitoring systems (Excel, Power BI) is an advantage
- Familiarity with HR software, Applicant Tracking Systems, and information management tools
- Proactive, dynamic, and solutions-oriented with a fast-learning mindset
- Autonomous yet highly collaborative team player
- Adaptable and able to perform under stress
- Ability to occasionally participate in events outside of working hours
- Proficiency in design and editing tools, such as Canva (graphic design), is preferred
- Strong humanitarian commitment and motivation to work with MSF
Languages
- Proficient level in English and French, both written and spoken is mandatory
- Good knowledge of Dutch is required

- Contract type: Open ended contract – Full time – homeworking possible 50% per week as per the MSF policy
