Background

Aligned with the national priorities and strategies for transforming the agricultural sector, the new Enabel Rwanda Smart Agriculture, Agroforestery and Landscape Management Programme (2024 – 2029) intends to contribute to sustainable food systems in Rwanda, and will integrate a new value chain – beekeeping - while assuring continuity on the value chains of focus under PRISM (pig, poultry and animal feed). The agriculture program strives to contribute to the sustainable and inclusive transformation of the Rwandan food system by integrating 3 key dimensions namely 1) food security and nutrition, 2) decent rural and urban job creation and income, 3) environmental sustainability and climate resilience. 
 

The Beekeeping Project is expected to improve the beekeeping value chain through enhanced quality of production, value addition of bee products and strengthen trade and market access to local, regional and international markets. The project will also address the challenge of more gender equity in the beekeeping value chain. Furthermore, synergies will be sought with the Agroforestry and Landscape management programmes (TREPA and COMBIO).

 

Job description

The Beekeeping Value Chain Development Expert reports to the Strategic and Leadership Expert for Value Chain Development and Food Systems and will assure the execution of the beekeeping project in line with Enabel implementation standards (content, planning, budget, quality) in order to reach sustainable development results.

Responsibilities:
 

  • You contribute to the implementation of the project by taking part in the planning, execution, coordination, and monitoring and evaluation of activities;
     
  • You advise on the basis of your technical expertise, in order to achieve performance in accordance with national and international norms and standards;
     
  • You organise knowledge building and knowledge management in order to create an inclusive, informed climate of trust within the project;
     
  • You pilot calls for proposal, support the development of direct grant agreements (action proposals), subcontract service providers through tenders in close collaboration with procurement department;
     
  • You develop a vision for the sector and you elaborate approaches, methods and tools for its development in close collaboration with key public partners, existing sector organisations and private sector stakeholders.
     
Gewenst profiel

Required qualifications
 

  • Master’s degree in Agricultural Economics/Agri-Business, Natural Resources Management or other related field. 
     

Required experience 
 

  • At least 5 years of relevant experience in agricultural value chain development projects among which 3 years of work experience in the field of beekeeping and/or natural resource management;
     
  • A proven experience in the development of effective strategies for branding, specifications, standardisation and certification for honey;
     
  • An experience with access to value chain financing is an asset;
     
  • An experience in team management is an asset;
     
  • An international experience (i.e. in the international development sector and outside your country of origin) is an asset.
     

Required skills and knowledge
 

  • Good knowledge of aspects of international development (context, challenges, application, partners, functioning…);
     
  • Ability to implement a change process;
     
  • Knowledge management and knowledge building;
     
  • You have excellent interpersonal and diplomatic skills;
     
  • You are result oriented;
     
  • Ability to use new technologies used in the area of expertise;
     
  • You are fluent in spoken and written French or Dutch. Considering the working language of Rwanda and the international environment in which you work, excellent knowledge of English is required.

Ons aanbod

  • A contract of 48 months. You are based in Kigali with frequent travels in Rwanda. 
     
  • You are employed by Enabel in the function of “Sectors & Thematics Expert”. A salary package that comprises the monthly gross salary, in accordance with our salary scales (Class 6), and Enabel expat benefits such as a remoteness, assignment and hardship allowance, (capped) coverage of housing expenses, a moving compensation, an installation compensation, (capped) coverage of school expenses for children accompanying, an insurance package for the whole family, including repatriation insurance, and an annual round-trip flight ticket for each family member.
     
  • In case of expatriation without the (dependent) members of the family, up to six additional round-trip flight tickets to the country of origin or another destination (capped in accordance with Enabel rules).

The various amounts vary in function of relevant recognised experience for the function and family composition.
