Representative and Head of DRC Office

Context: The Institute of Tropical Medicine (ITM) in Antwerp, with over 500 staff members, is dedicated to improving global health through research and education. ITM has been active in the Democratic Republic of Congo (DRC) for over 20 years, focusing on combating sleeping sickness and enhancing public health research in partnership with national institutions.
Role: The Head of the DRC Office will represent ITM in the DRC, support project implementation, manage office operations, and identify possible future opportunities.
Responsibilities:
- Manage DRC Office Operations and Strategy: Oversee daily operations, support projects, ensure alignment with project goals and implement ITM procedures and tools.
- Support Project Implementation: Provide optimal support to project leaders and teams, ensuring effective execution of ITM projects in the DRC.
- Partnerships: Facilitate communication and coordination with local and national partners, ensuring their active involvement and addressing their needs.
- Representation: Act as the official ITM representative to local and national governments, international community, and other stakeholders in the DRC.
- Budget and Financial Management: Plan and manage the DRC office budget, ensuring financial accountability and alignment with project priorities.
- Staff Management: Lead and coach the DRC office team, oversee recruitment, and ensure adherence to ITM HR principles.
- Strategic Advice: Provide insights and advice to ITM management and project leaders based on local realities and opportunities.
- Security and Logistics: Establish and oversee the implementation of a security plan for the DRC office and visiting staff.
- Future Opportunities: Identify and develop new project and partnership opportunities by building a local network with current and potential partners.

Gewenst profiel
Candidate Profile:
- At least 10 years of work experience in the fields of international cooperation, health or program management (staff management and representation of a foreign organization) in Africa, of which at least 5 years in a similar leadership role
- Experience in DRC and/or in global health organizations is an asset.
- Strong organizational, management, and problem-solving skills combined with integrity and transparency as core values.
- Proven organizational and management skills, in a context with multiple stakeholders, partners and institutional partners
- Demonstrated ability to take initiative, effectively manage multiple priorities simultaneously, and coach team members to achieve high performance in a dynamic environment.
- Capable of working with common IT applications for communication, planning, programme and project management.
- Ability to live and work in a complex and potential unstable context
- Willing to work full-time in the DRC, with work-related travel to provinces, neighboring countries and the EU.
- Proficiency in French and English; knowledge of other DRC or Belgian languages is an asset.
- Eligible to sign a Belgian labor contract and obtain a DRC work permit.
- This expatriate position is based full-time in Kinshasa. The contract will be signed in Belgium, after which the candidate will be expatriated to work in the DRC. While Belgian nationality is not required, the candidate must be eligible to sign a Belgian labor contract.
