CONTEXT  

Training is an essential element to improve quality of care in our MSF projects where we share the specificity to manage critically ill patients (trauma and medical) in a low resource settings. 

To ensure that our teams have the basic competencies to early recognize, assess and manage critically ill patients using a systematic approach, two courses are deployed in the projects: Basic Assessment & Support of Seriously Ill Patients in Low Resource settings (BASIC LR) and Primary Trauma Care (PTC). They are using active pedagogical tools in accordance with adult learning principles (e.g. interactives lectures, case discussions, skills stations and low technology simulation exercises). 

Both courses are intersectional, endorsed by Critical care working group and supported by the Medical directors from all Operational Centers (OCs). BASIC LR courses for doctors and nurses (2 specific trainings) are deployed in the projects since 2013 for doctors and 2016 for the nurses. Since 2016, 1500 nurses and 740 doctors have received the course. PTC (nurses + doctors) has spread in the projects since 2018. Since, 400 nurses/ doctors attended the course. 

As intersectional Medical training administration assistant, you are responsible for the organization of all BASIC LR and PTC trainings in conjunction with BASIC/PTC coordination team composed by 2 persons. Within the training unit in HR Department, you will be under the responsibility of the Medical Training Coordinator and the BASIC LR/PTC Coordinator for technical issues. 

 

MAIN RESPONSIBILITIES 

Administrative coordination of the BASIC LR and PTC trainings 

  • Manage all administrative and support responsibilities such as planning, timely enrolment, trainer and trainee data encoding, smooth preparation, implementation and execution of all aspects of the training sessions (in HQ, Regional and projects level)  
  • Support BASIC/PTC coordinator to manage and update all materials and tools used for organizing, implementing and evaluating trainings  
  • Support BASIC/ PTC team for the assessment and prioritization of requests for course sessions 
  • Collects statistics about usage, attendance, evaluations, feedback and other metrics 
  • Be focal point in terms of processes and procedures related to the running of the trainings in the field, at regional and/or HQ level for all OCs 
  • Follow up the budget of the trainings 

Definition of procedures & implementation in intersection 

  • Participate in the inventory and analysis of the functioning of the trainings from administrative viewpoint, capitalizes the information 
  • Participate to establish and formalize the processes and procedures to improve administrative organization of acute care trainings in the field (processes and procedures that may be generalized to other intersection acute care trainings) 
  • Share the new procedures with all actors upon approval, is focal point for their implementation, revision and follow-up 

Training organization: face to face training and Blended online training in our projects 

Plan and coordinate the preparation for logistics (training venue, equipment, material, visa, accommodation…)  

Face to face training 

  • Liaise with course referents  
  • Set up, follow up and adapt the training calendar taking the availability of trainers, priorities and field constrains into consideration 
  • Ensure departures and returns of trainers/facilitators are organized as per checklists (VISA, flight, mission order, proof of life, contract, Per Diem, accommodation, contact list, security briefings and guidelines, mission briefings…) 
  • Enter all participants and course sessions data in the web-based course management system  
  • Ensure adequate planning and logistics (training room, printing document…) for regional trainings  
  • Ensure and follow-up an adequate stock of training material, manual and certificates is maintained, and that it is sent on time to relevant training sites and returned 
  • Communicate with trainers regarding the organization, the participants’ list, the training material, the content of the training ...  
  • Support the organization (logistic, administrative) for HQ based trainings 

 Blended learning (online part) 

  • Registers the participant in TEMBO  
  • Technical support for participant during and after the training 
  • Follow up progression participant 

Establishment and management of pool of trainers 

  • Establish updates and maintains organization of pool of trainers (availability, rolling roster, contracts…) 
  • Assist training coordinators with follow up for trainers’ quality and competencies  
  • Brief the trainers on organization of the trainings and on their role in partnership with training coordinators 
  • Organize Team building with trainer taskforce in partnership with BASIC/ PTC coordination team 
  • Manage and focal point for trainers on HQ contract (flying trainer or MIO) if any (work schedule, per diem, paid leave, accommodation….)

REQUIREMENTS 
Education & Experience 

  • Minimum 1 year experience in administration or HR  
  • Professional experience with MSF  
  • Experience in HR or Administration with MSF is an asset  
  • Medical background/experience is a plus  
  • Experience in training is an added value

CONDITIONS 

  • Expected starting date: Begin September  
  • Location: Brussels, Belgium 
  • Contract type: Fixed-term contract – part-time (80%) – max 50% homeworking possible per week  
  • Contract duration: 8 months 
  • Salary according to MSF-OCB HQ grid
