CONTEXT

MSF Operational Center Brussels supports more than 150 projects around the world with over 6000 operational people requiring ICT technology and data as support for their daily work. Our ICT systems are vital in ensuring smooth operations and transparency in our work.

MSF's OCB projects worldwide require a robust ICT ecosystem to operate effectively and efficiently. The Field ICT team ensures that MSF OCB has a strong ICT ecosystem in its projects, supporting ongoing digital transformation processes. Typical ICT solutions in the field are a balanced mix of technology, human capital, and pragmatism. 

 

The Field ICT team analyses, prototypes, implements, and supports these solutions.

MSF OCB continues to expand the scope and complexity of its ICT ecosystem. To ensure reliability, usability, and operational relevance, FICT requires strong follow-up capacity, structured coordination, and consistent quality checks on all ongoing solution designs, deployments, documentation, and support activities. 

 

As the FICT Delivery & Quality Support Specialist, you play a central role in supporting the Head of FICT, the FICT Solution Referent and the broader FICT Team in the operational follow-up, coordination, and quality assurance of all team deliverables.

The purpose of this function is to ensure that the FICT team can operate smoothly, deliver on commitments, keep its priorities aligned, and maintain a high level of quality across all outputs.

 

This role is not technical leadership, but rather a delivery, and quality management function, enabling the team to “get things done” by providing structure, follow-up, and documentation support.

The FICT Delivery & Quality Support Specialist works under the direct supervision of the FICT Solution Referent and in close collaboration with the entire FICT Team, ICT Unit teams, and operational stakeholders.

 

MAIN RESPONSIBILITIES

1. Delivery Coordination & Team Support

  • Ensure systematic follow-up of all FICT tasks, workstreams, and commitments
  • Maintain and update shared planning, Kanban boards, backlogs, roadmaps, and priorities
  • Facilitate internal coordination by gathering inputs, clarifying action points, and ensuring timely execution
  • Prepare agendas, consolidate minutes, and track action items for recurring team meetings and project-specific discussions
  • Act as the team’s central point of synchronization, ensuring alignment between Solution Referent, Specialists, MIOs, and other FICT roles

2. Quality Assurance of Deliverables

  • Review all deliverables (documentation, solution cookbooks, guidelines, assessments, reports) for completeness, clarity, consistency, and alignment with FICT standards (non technical review)
  • Ensure coherence with naming conventions, checklists, and Minimum Viable Documentation principles
  • Track quality issues and support the team in addressing gaps or inconsistencies
  • Support the production and maintenance of updated, high-quality documentation libraries

3. Process & Workflow Support

  • Contribute to defining and improving internal FICT workflows, processes, and templates
  • Ensure consistent application of workflow steps (validation, documentation, communication, delivery)

4. Monitoring, Reporting & Communication

  • Consolidate operational metrics (tickets, requests, project status, risks, blockers)
  • Prepare periodic reports for the Head of FICT and the FICT Solution Referent
  • Structure, maintain, and improve FICT communication channels (Teams, SharePoint, Confluence, dashboards)
  • Support communication to the field about new or updated solutions, guidelines, or deployments

5. Support to Solution Referent and Specialists

  • Assist the Solution Referent in the follow-up of solution development cycles (analysis → design → validation → documentation → deployment)
  • Help prepare technical review meetings by centralizing requirements and documentation
  • Support FICT Specialists and MIOs by structuring requests, gathering missing information, and ensuring priorities are clear and documented

REQUIREMENTS

Education & Experience

  • Technical degree or bachelor’s degree is an asset  
  • Minimum 3 years of experience in administrative coordination, project coordination, PMO support, or quality assurance
  • Familiarity with ICT environments (infrastructure, connectivity, IT support processes)
  • Experience within MSF (HQ or field) or another humanitarian organization is a strong asset
  • Experience with Agile, Kanban, or project management methodologies is an asset

 

Languages

  • Proficient level in English, both written and spoken is mandatory
  • French is a strong asset
  • Additional languages such as Arabic, Portuguese or Spanish are assets  

 

Competencies

  • Strong organizational, structuring, and documentation skills
  • Solid command of collaborative tools (MS Teams, Planner, SharePoint, Service Desk tool…)
  • Ability to quickly understand and reformulate technical information
  • Good knowledge of Excel/Power BI or other reporting tools is an asset
  • Project management basics (Gantt, backlog, stakeholder mapping…)
  • Rigorous, detail-oriented and reliable
  • Team oriented, service minded, and collaborative
  • Ability to proactively anticipate needs, identify gaps, and propose improvements
  • Strong communication and interpersonal skills
  • Autonomy combined with a strong sense of accountability
  • Comfortable navigating uncertainty and adapting to evolving priorities
  • Comfortable working in a dynamic, multistakeholder environment

CONDITIONS

  • Expected starting date: June 2026
  • Location*:  Brussels (Belgium)

*Due to legal administrative constraints, given the duration of the contract, candidates must already have the permanent right as Belgian or EU national, and/or valid work permit with mention of "Unlimited access to the labor market" to work in Belgium 

  • Contract type: Fixed-term contract - full-time – 9 months
  • Salary according to the MSF-OCB HQ salary grid
  • Meal vouchers – Hospitalization insurance (DKV) – Group insurance – 100% reimbursement of public transport costs
  • Homeworking is possible in accordance with MSF-OCB policy
  • Mobility: no travel to MSF projects required
