Policy Program Officer
The Policy Program Officer will play a leading role in the implementation of multi-year, multi-country consortia program aiming to influence policy Freedom of Religion and Belief (FoRB) and Security & Rule of Law (SRoL) in Europe and in Afghanistan, Iraq, Kenya, Mali, Niger, Nigeria, and South Sudan. The Policy program Officer will coordinate grant management, Search’s participation in said consortia, as well as be part of leading the implementation of advocacy work targeting the EU.
The Officer will be joining Search’s Europe team at an exciting time with the launch of ambitious multi-year, multi-country policy prograes and implementation of Search’s new global advocacy strategy. The Officer will be crucial in designing the implementation of this strategy as it aligns to the mentioned programs. The optimal candidate is a team worker, a passionate advocate, knowing how to strategically reach European policy audiences with experience of grants management.
The Policy Program Officer is an integral part of the European Affairs and Partnerships (EAP) team, located in Search’s Europe headquarters in Brussels. The Policy program Officer will work closely with relevant country teams, and with the Global Policy and Outreach team.
The recruitment is conditional on signing the relevant grant agreement.
Contributions related to consortium participation:
- Is the primary point of contact related to program implementation for both consortia.
- Participates in relevant consortium meetings.
- Coordinates the international advocacy work with relevant consortium partners.
Contributions related to policy work:
- Builds and maintains working-level relationships with relevant policymakers and peers.
- Develops specific policy strategies with supervision, analyzes successes and failures of past strategies.
- Regularly collaborates with field-based colleagues in the 7 countries of implementation of the program memes and technical experts within the organization to support their writing and translate their analyses into written products.
- Represents Search at working-level briefings on pertaining to FoRB, SoRL, or peacebuilding.
- Captures output and outcome level results of policy and outreach efforts, analyzes trends, suggests adaptations to consortium.
Contributions related to grants management:
- Collaborates with country program managers and partners in the preparation of timely and quality project reports for donors in compliance with the donor and internal Search requirements.
- Ensures the tracking of international expenses and supports the effective tracking and forecasting of country project expenditures by the project team through budget versus actuals (BVA) meetings, in line with the approved budget
- Plans the international activities and supports the planning of country-based activities. Ensures the international work plan is implemented, and supports timely implementation of country work plans by country teams.
- Coordinates program knowledge and information management and sharing. Documents lessons learned in the course of implementation.
- Facilitates global grants start up, reviews, and closure meetings amongst Search staff and follows up on action points.
- Ensures that reflection sessions and discussions on adaptation take place and participates in these. Facilitates support for technical assistance where appropriate. Ensures lessons learnt are well documented and disseminated for better program implementation in future, in line with best practice in reflective practice and adaptive management.
- Coordinates with the program team as well as country communication teams in highlighting and documenting success stories.
- Conducts on-boarding of relevant new program staff and familiarizes them with the donor and internal rules as regulations on grants management.
- Bachelor’s Degree in Political Science, International Relations, Conflict Studies, Social Sciences, Communications, or related area;
- At least four years of relevant work experience in the international NGO sector (with a MA) or six years (with a BA);
- Familiarity with EU policy making related to peacebuilding;
- Advocacy experience at EU level: liaising with policymakers, NGOs, academics, media and other relevant stakeholders;
- At least 3 years experience in grant management;
- Written and spoken fluency in English;
- High level of organisation, detail-oriented, and professionalism;
- Exceptional writing and editing skills. Ability to work effectively in a multicultural environment.
- Master’s Degree preferred, but not required;
- Experience living or working experience in a conflict geography where Search works preferred;
- Fluency in French, and/or Dutch preferred;
- Familiarity with EU policy making related to Security and Rule of Law and/or Freedom of Religion and Belief;
- Experience of coordinating consortium grants preferred;
- Experience in working on grants funded by the Dutch government preferred.

Salary indication: 3160-3300 EUR/month gross based on experience + standard benefits (22 days of annual leave, double vacation pay, meal voucher, life insurance, transport allocation).
